    Finance Ministry Claims End to Civil Servants’ Salary Delays

    The Ministry of Finance and Development Planning says it has resolved what it describes as persistent delays in the payment of civil servants’ salaries, blaming the previous administration’s revenue shortfalls for difficulties in meeting the government’s payroll obligations on time.

    Finance and Development Planning Minister Augustine Ngafuan made the disclosure during an interview with OK FM in Monrovia on Thursday, September 17.

    Ngafuan said that since taking over leadership of the Ministry in September 2024, the government has made significant progress in ensuring that public sector workers receive their salaries without the delays experienced in previous years.

    According to the Finance Minister, the salary delays were largely linked to the government’s inability to mobilize sufficient revenue within the required timeframe to meet its monthly payroll obligations.

    He maintained that the Joseph Nyuma Boakai-Koung administration has now “100 percent” addressed and resolved the situation, while assuring civil servants that the government remains committed to mobilizing lawful domestic revenues to sustain salary payments throughout its six-year tenure.

    The minister’s assertion comes amid continued public scrutiny of government revenue collection, expenditure management and the ability of the administration to meet its recurrent obligations while financing development programs.

    Ngafuan also outlined what he described as broader improvements within the Ministry of Finance, including a greater emphasis on merit-based consideration, improved sanitation, transportation facilities, staff health services and measures intended to boost employee motivation.

    He said his administration has also placed emphasis on performance, accountability and transparency among employees, as the ministry works to align its operations with the government’s ARREST Agenda for Inclusive Development.

    Ngafuan said the changes are intended not only to improve working conditions at the Ministry but also to strengthen the institution’s ability to deliver on its responsibilities to the Liberian people.

    However, the minister’s declaration that salary-payment challenges have been fully resolved places renewed attention on the government’s ability to maintain timely payments consistently, particularly as it works to balance public-sector obligations with other national development priorities.
